Aston Villa concluded an agreement on the deadline for the Liverpool midfielder, Harvey Elliott, with the obligation to make the transfer permanent next summer.
Discussions between clubs have focused on the structure of an agreement which guarantees that Villa is in accordance with UEFA financial restrictions.
The player is now going to the midlands for a medical.
Villa has had a silent summer transfer window so far with striker Evann Guessand and goalkeeper Marco Bizot the only additions in the team of the first team of Unai Emery, while the fields Jacob Ramsey, Leander Dendoncker and Enzo Barrenechea are among those who will be moved.
This decision follows Liverpool reaching an agreement to sign Alexander Isak of Newcastle United which will cost the Merseyside Club 125 million pounds sterling.
Earlier this month, the German club RB Leipzig contacted Liverpool for a potential decision for Elliott, 22, that the Premier League team estimated more than 40 million pounds Sterling plus a buyout option, or more than 50 million pounds sterling without one.
In addition, Villa is also about to accept a loan agreement on the deadline for the Manchester United winger Jadon Sancho.
Liverpool experienced a major sales of the team this summer with several first team team outings, including Luis Diaz, Caoimhin Kelleher, Trent Alexander-Arnold and Darwin Nunez.
Elliott was appointed player of the tournament at the European Championship under 21 of this summer, while England sealed a second successive title with the victory over Germany in the June final.
Elliott made 147 appearances for Liverpool, winning six trophies, since his signature of Fulham in 2019.
Villa Squad needs creativity

Unai Emery wanted to add a creative midfielder to her team, with Villa, previously eager to sign Lucas Paqueta and Marco Asensio from West Ham before Fenerbahce accepts the conditions with Paris Saint-Germain.
Elliott has the capacity to work between the lines and to play in several positions, which is an Emery competence considerably appreciates.
Villa is the only team through the four best divisions of England to mark this season and lack inspiration or finesse in the last third. This is why Villa is eager to strengthen by attacking the midfielder as well as in large areas, with an agreement for Jadon Sancho to be explored.
